Steve Clemons covers a speech that Pres. Bush made in Buffalo in 2004 wherein the Pres. assured his audience that every wiretap requires a warrant--even those on terrorists. As Clemons notes, this contradcits everything the Pres. has said ever since the NYTimes published evidence about the massive warrantless wiretapping of Americans.
