According to The Sydney Morning herald:
Residents in Baghdad complained that the violence had eased only because of a curfew imposed after the desecration of the Samarra shrine and they fully expected opposing militias to re-emerge in greater numbers with the planned easing of the curfew yesterday. Some minority Sunnis claimed to have been opposed to the relentless violence perpetrated in their name since the US-led invasion, but said they now needed the protection of al-Qaeda's Iraq top man in Iraq, Abu Musab al-Zarqawi.Is this part of Bush's plan too--giving people little choice but to run into the arms of the terrorists?
